Public policy: ICF provides research, strategy, evaluation and analytical services in public policy. We work around the policy cycle - identifying problems, advising on the design of policies and strategies, and providing impact assessments, implementation support and evaluations. International development: ICF manages and implements large urban development and transport sector projects. We are experienced in implementing assignments which involve strategic assessments of urban institutions; recommending sound policy advice; developing operational frameworks for institutional reforms; and preparing effective priority investments for future projects.
