Following Thailand's commitment to host the 46th Annual Meeting of the Boards of Governors of the World Bank Group and the International Monetary Fund in Bangkok, the Royal Thai Government made the momentous decision to construct a national convention center of high international standards suitable to host this prestigious event. A leading Thai architectural firm was appointed to design a structure with a strong Thai influence and to coordinate all construction work. A "build and design" technique was employed to ensure the center would be completed on schedule, and work began at the end of 1989. Once ground preparation and piling was completed on the 20-acre site adjoining the Thailand Tobacco Monopoly, HRH Princess Maha Chakri Sirindhorn graciously laid the foundation stone on 27 July 1990.
