APEC Sustainable Energy Center (APSEC) was established at the 11th APEC Energy Ministerial Meeting in 2014, which also written into the 22nd APEC Leaders' Declaration. It is a major achievement of the Chinese government responding positively to the initiative of APEC leaders to participate in energy cooperation in APEC region.APSEC is affiliated to China's National Energy Administration (NEA), and it is the first and the only international energy organization led by NEA. Tianjin University is responsible for the daily operation and management. As a think-tank, APSEC supports the implementation of the "Double First-rate" development strategy of Tianjin University. Under APEC mechanisms, APSEC is guided by the APEC Energy Working Group (EWG). In Chinese context, APSEC is under the guidance of the Steering Committee comprising the senior officials from Ministry of Foreign Affairs, National Energy Administration and Tianjin University.Since 2014, APSEC has conducted a series of studies on major issues related to low-carbon energy transition and sustainable city development, and compiled a number of research reports on APEC sustainable cities and clean energy technology transfer. APSEC has held academic conferences and organized expert workshops to promote the implementation of the two- pillar programs, namely APEC Cooperative Network of Sustainable Cities and Clean Coal Technology Transfer. As the flagship events, APEC holds APEC Workshop on Sustainable Cities and APSEC Anniversary Forum annually. In addition, a strategic cooperation Partnership with APEC Energy Smart Communities Initiative panel has been established, along with APEC Cooperative Network for Low Carbon Energy Efficient Cities and APEC Sustainable City Service Network. APSEC has actively developed and delivered training programs promoting Chinese best practice in other APEC economies.
