In August 1999, the new US Consulate General officially opened in Saigon. Prior to that, from 1979 to 1999, the US Embassy (ODP) Departure Program (ODP) in Bangkok was the only legitimate place to review Vietnamese immigrants' applications to the United States. In 1987, Robert Mullins returned to the United States after four years of cooperation with the ODP. On this return visit, he realized that many people were sponsoring relatives who had little or no knowledge about the completion of their bail records and avoided filing their applications. With his experience with the ODP, he is eager to help underwriters in the United States.
