In order to ensure that this right is observed, the constitution of the Republic of Seychelles allows for: *Free primary health care in state institutions for all its citizens; *Appropriate measures to prevent, treat and control epidemic, endemic and other diseases; *Effective measures to reduce infant mortality and promote the healthy development of the child; *Promotion of individual responsibility in health matters; * Supervision and conditions necessary in a democratic society, for the establishment of private medical services The mission of the Ministry of Health is 'Health for all,' which means that health care services should be accessible to all Seychellois and should be based on the need and not ability to pay.
