Voluntary multi-stakeholder initiative – CoST (Construction Sector Transparency Initiative) with the Secretariat in London (UK) was designed to promote transparency and accountability in publicly financed construction. The initiative brings together representatives of government, private sector and civil society organisations:to ensure transparency and accountability in the construction of infrastructure, carried out by public funds;to increase effectiveness of public;to reduce inefficient management during construction and operation of infrastructure facilities and fight corruption through improving the efficiency of project management, reduction of squander and corruption.Key Initiative activities aime at improving public access to information on planning, implementation and monitoring of infrastructure construction projects, as well as verification of the authenticity, accuracy and completeness of this information.In Ukraine CoST Initiative was launched in November 2014 when State Road Agency of Ukraine (Ukravtodor) become its member and started active work with the support of the World Bank and Government of Ukraine in particular Ministry of Infrastructure, in the summer of 2015. CoST Initiative pilot project in the road sector was launched in November 2015, after signing a Memorandum of Cooperation between the CoST International Secretariat, Ministry of Infrastructure of Ukraine, Ukravtodor and Transparency International Ukraine.The goal of Initiative CoST in Ukraine is to create an effective platform for cooperation between government, business and civil society.Currently, CoST started implementing standards of disclosure for 4 pilot projects:1) "Roads of the Carpathians";2) "Repairs and operating maintenance on public roads in 2016";3) Performing works on the highway N-01 Kyiv-Znamenka in a joint cooperation between Ukraine, EIB and EBRD in frames of "Project to improve transport and operating condition of roads on the approaches to the city Kyiv";4) The project of reconstruction of highway M-03 Kyiv – Kharkiv – Dovzhanskiy on section Lubny – Poltava in a joint project with the World Bank "Second project to improve roads and safety".We sincerely look forward to fruitful cooperation in the development of Ukraine as a European state, creating a favorable investment climate, increase transparency and public confidence in Ukraine to the government.
