As an OASIS Coordinator for the State of California, Mr. McGowan was responsible for the daily monitoring of 700 Home Health Agencies and 450 state surveyors located in 24 district offices. The experience he gained as a liaison between CMS, state government, and the provider community offers a unique insight to the internal communication challenges these entities face.During his twenty years as a nurse, Mr. McGowan performed hands-on patient care in a wide variety of settings. It is this array of experiences that provides him the ability to offer realistic solutions to agency operations from the ground up. Mr. McGowan founded Medicare Appeals Development in 2008. The mission of this organization is to help Medicare Home Health Care agencies recover funds that have been withheld for services which were appropriatelyrendered.In 2010, responding to feedback from his clientele, Michael began providing educational seminars designed to teach home health agency owners how to understand and operate under the watchful eye of CMSThes sessions have areavailable nationally, and have beenwell received.
