As an OASIS Coordinator for the State of California, Mr. McGowan was responsible for the daily monitoring of 700 Home Health Agencies and 450 state surveyors located in 24 district offices. The experience he gained as a liaison between CMS, state government, and the provider community offers a unique insight to the internal communication challenges these entities face.During his twenty years as a nurse, Mr. McGowan performed hands-on patient care in a wide variety of settings. It is this array of experiences that provides him the ability to offer realistic solutions to agency operations from the ground up. Mr. McGowan founded Medicare Appeals Development in 2008.
