GHNEPA was a partnership between the Bemiss, Hillyard and Whitman Neighborhood Councils of Spokane Washington, which share similar histories, cultures and citizenry. GHNEPA's Strategic Plan won a statewide award by the Washington State Historic Preservation and Main Street offices at their annual convention in 2010. GHNEPA's role formally passed to the Organizations of NE Spokane (ONES), which applied for IRS recognition as a 501(c)3 Charity in December, 2012. ONES charter members are the three neighborhood councils (above) plus the NE Community Center, the Greater Hillyard Business Association (GHBA), and the Hillyard Neighborhood CD Steering Committee (HNCDSC). ONES organizations work through adopted community plans and related Strategic Committees for long-term improvement of Spokane's NE neighborhoods. ONES' Board of Directors is elected from member organizations, who may apply after agreeing to meet certain transparency and open membership- requirements. There are no dues or fees (as of 2013) for members organizations, but the Charity 501(c)3 status allows ONES to raise funds, pursue grants and otherwise promote neighborhood and members' goals.
