Pacific Complete (joint venture between Laing O'Rourke and WSP) was appointed by Roads and Maritime Services as the delivery partner for the Woolgoolga to Ballina Pacific Highway upgrade. This is the first time the Delivery Partner Model has been used in Australia following its successful implementation at the 2012 London Olympic Games. As the delivery partner, we work closely with Roads and Maritime to manage multiple contracts for the design and construction of the upgrade.The 155 kilometre project between Woolgoolga and Ballina is the last link in Pacific Highway between Hexham in New South Wales and the Queensland border to be upgraded to four lanes. This includes upgrading the highway to motorway (Class M) or arterial (Class A) standard, building nine grade-separated interchanges, about 170 bridges, fauna crossings, three rest areas and a heavy vehicle checking station. We provide technical expertise in areas including engineering, environmental management, safety, communications and stakeholder engagement, procurement, project controls and quality.
